This deserves to mention the context of the research, size of the sample, country/industry where you get such an absolute result of 100% of women applying only when meet 100% of requirements, I sure know women applying for jobs with partial set of the required skill. And if this issue exists in some sectors, it also needs to be addressed from the candidate side. Schools, recruiters, people in general should encourage both women and men indifferently to apply for jobs they want and let the skill-match work for HR.

Generally I see required skills as the skills you'll need to have or to get quickly for the job. So even a 50%-match in many situations (for many companies I know) would be acceptable if demonstrating will and capability to acquire the rest in a given timeframe agreed with employer.
